Rockwell appointed to vacancy on state tax commission

Tooele City resident Rebecca Rockwell has been appointed and approved to serve on the Utah State Tax Commission.

A state senate confirmation hearing was held Wednesday for Rockwell, who was appointed by Gov. Gary Herbert to replace tax commission member D’Arcy Dixon Pignanelli.

Pignanelli’s term on the tax commission expires June 30. Gov. John Huntsman first appointed Pignanelli to the tax commission in 2006. She did not seek reappointment.

Rockwell is a graduate of Tooele High School and currently resides in Tooele City.

She holds a degree in economics from the University of Utah and Juris Doctor from Brigham Young University’s J. Reuben Clark Law School.

Rockwell has worked 22 years for the state Legislature doing tax law work. She started as a clerk in 1993 and then became an attorney for the office of Legislative Research and General Counsel when she graduated from law school in 1994.

Rockwell currently provides legal counsel to Revenue and Taxation Interim Committee and the Utah Tax Review Commission.

“When I started law school I thought I would be a prosecutor,” she said. “But after I started clerking, I found that I love tax law.”

The tax commission is a constitutional state office. The governor, with the consent of the Senate, appoints four state tax commissioners. The tax commissioners hear appeals of tax law cases and also help administer state tax law.
